Pikiran Terbaik Negeri: A Social Enterprise Grant Competition

Many social and environmental challenges in Indonesia remain difficult to solve without the right support. Across the country, social enterprises are working to address these issues through businesses that put social or environmental goals at the heart of what they do. But developing a solution is only part of the challenge. Reaching more people often takes funding, practical guidance, and connections that can help a business grow. This was why Pikiran Terbaik Negeri was initiated.

Pikiran Terbaik Negeri (PTN) was created to help social enterprises get the support they need to grow. Initiated by Yayasan BUMN and implemented by Avantierra (formerly Angin Dampak Jaya), the program provides grants to social enterprises, along with mentorship and access to a broader network of investors and players in the entrepreneurship ecosystem, to help them grow their businesses and expand the reach of their solutions.

A Closer Look at Pikiran Terbaik Negeri

Yayasan BUMN, with Avantierra (then ANGIN Foundation), launched PTN in 2024. The program brings together social enterprises working on solutions to Indonesia’s social and environmental challenges. In its inaugural year, the program received more than 1,000 applications and selected 20 enterprises to take part.

One of the highlights was the Grand Final Pitching, where the 20 finalists presented their innovations, vision, and plans for implementing their projects to a panel of judges. More than 2,000 people from different backgrounds attended the event. Three social enterprises were awarded additional grants totaling IDR 125 million, while the pitching session gave all finalists a chance to introduce their work to potential investors and a wider audience.

A year later, PTN selected another 20 social enterprises for its 2025 edition. Their work covered six areas: food security, the green and blue economy, health, women and youth empowerment, waste management, and digital inclusion. The group also included three initiatives at the ideation stage and three solutions using artificial intelligence (AI).

Each selected enterprise received IDR 150 million in grant funding to carry out its project. They also had access to mentorship and a wider network of potential supporters, giving them other forms of assistance as they worked to develop their businesses.

Across its first two editions, PTN has supported 40 social enterprises and reached more than 25,000 beneficiaries.

Building Stronger Social Enterprises for Greater Impact

Indonesia has until 2030 to meet the Sustainable Development Goals (SDGs), adopted in 2015, but progress remains uneven. In 2025, the country ranked 77th out of 167 countries, with an SDG score of 70.22. Bappenas also reported that 26.6% of national SDG indicators still required attention because they were at risk of not being achieved. These figures point to the work that remains to address the social, economic, and environmental issues covered by the goals.

Progress depends on more than government action alone. Businesses can also contribute by developing solutions that respond to community needs, and social enterprises are one example. Their business models combine commercial activity with a social or environmental mission, allowing them to work toward addressing a problem while building a source of income to sustain their operations.

Keeping both sides of the business moving, however, takes resources. Limited funding can hold back product development, production capacity, or the expansion of services. Social enterprises may also need technical guidance to improve their operations and business models, as well as connections with investors, companies, government institutions, and other potential partners.

Without these forms of support, even promising solutions can struggle to grow beyond their initial reach. Funding alone may not be enough; enterprises also need the skills and relationships to keep their businesses running and continue delivering results over time.

Through PTN, Yayasan BUMN and Avantierra aim to help address these challenges. By combining grants with mentorship and access to strategic networks, the program supports social enterprises as they put their projects into practice, strengthen their businesses, and work toward reaching more people. The goal is to help promising solutions grow into initiatives that can continue making a difference over the long term.
